According to the rules of golf safety you should warn other people if your ball is heading their way by yelling fore. It seems to me that if you are playing on a golf course you are at a risk of being hit by a ball. So perhaps you should yell FORE all the time, just to be on the safe side.
I think this is a really good idea. I have seen too many people get beaned, to discount the idea out of hand. If this keeps someone from being hurt why not.
